VicPD salaries, 2021
By law, VicPD’s 2023 draft budget was delivered to councils by last week. In light of the upcoming financial chat, here’s an FOI I got back of VicPD’s 2021 wages for those making >$75,000, or $35.52M of its total $40.76M payroll. Other agencies proactively disclose this info.
181 constables made an average of $126,000 in 2021. One outlier made $223,488, with the next closest earning $51,000 less. VicPD’s salary grid says 5-year constables earn $111,709, and suggests a $5,583 bump every 5 years, so I assume this officer was hired as a newborn and is now 105.
Sergeants and higher in these pics. In 2021, 39 sergeants made an average of $149,000; 13 staff sergeants made an average of $159,000; 8 inspectors made an average of $177,000; 2 deputy chiefs made an average of $203,000; and the chief made $250,000.
In addition to officers, 26 VicPD civilian staff made over $75,000 in 2021, including eight who made over $100,000. The average pay for those making more than $75,000 was $101,000 (median: $90,000).
VicPD’s PR department cost $727,000 in 2022, with $689,000 in salaries, OT and benefits. In 2021, director Mark MacIntyre made $159,000.
VicPD also reported $284,000 in expenses for individuals making more than $75,000 in 2021, up from $156,000 in 2020. Sixty-seven individuals had over $1,000 in expenses, with the highest being three constables at $35,802, $22,825, and $21,967. Del Manak had $8,670 in expenses.
VicPD redacts most names from this disclosure, citing a 2010 OIPC order against the Vancouver Sun that found police can withhold names if there’s any chance of them working undercover.
Victoria and Esquimalt councils choose to spend tens of millions funding a police force to harm BIPOC people, people in poverty, and people in crisis. It’s gross and will always be gross. A spreadsheet with this data is online here if folks are interested.
